The Capacity of State & Local Government to Deliver Sustainable and Integrated Transport – GAMUT/VREF

The purpose of this research is to understand with precision the real barriers created by horizontal and vertical governmental relationships. The research will:

  1. Assess, through case study analysis, the capacity of the governmental system in Australia to deliver sustainable and integrated land-use/transport outcomes.
  2. To detail the horizontal (interagency) and vertical (intergovernmental – state/local) relationships at bureaucratic level that come into play to restrict integrated land use/transport outcomes.
  3. To identify how the capacity of the governmental system can be improved.
